In this paper, the Nuclear Waste Management Commission (ESK) explains the need for a central staging facility (Konrad logistics centre) and describes the framework that should apply to the construction and operation of the LoK. This framework includes the distance to the Konrad repository, safety requirements and the requirements for the shipped waste packages.
